One way to achieve well-being of the region is to implement good governance. Implementation of good governance must be supported by personnel who have the competence and integrity.
But unfortunately, when the government is promoting the implementation of good governance, we are faced with the harsh reality with the emergence of a variety of cases involving the bureaucratic apparatus.

Not to mention other phenomena, such as a young civil servant who has a fat account, luxurious lifestyle of civil servants and civil servants who are lazy to work.
All of this clearly has damaged the image of the government and reduce public confidence in the bureaucracy. How might the above cases can occur while the moral ethics of the bureaucracy has been fortified with administrative ethics called Panca Prasetya KORPRI. Prasetya Panca KORPRI, as guidance in implementing bureaucracy duties and functions, have been introduced since the beginning of the bureaucratic apparatus is accepted as a civil servant.
            It means that the values ​​contained in the Panca Prasetya KORPRI should have been understood and coloring every thought patterns, attitudes and patterns of patterns follow the bureaucratic apparatus. By looking at the above phenomenon the question arises: Are the values ​​contained in the Panca Prasetya KORPRI still relevant to the development of national and state? How effective way to instill the values ​​contained in the Panca Prasetya KORPRI? We must seek to reconstruct the ethical values ​​contained in the administration of Panca Prasetya KORPRI and trying to find an effective way to instill those values ​​to the bureaucratic apparatus.
